Legislation establishes Australian universities as autonomous bodies, and invests the responsibility for their governance and maintenance into the local senate or council - and these bodies are themselves accountable for the universities to federal, state and territory government. Furthermore, quality of higher education in Australian universities is maintained with help of the Australian Qualifications Framework - a national system of academic qualifications, which makes it easier to provide credit and qualification recognition among the higher education institutions nationwide, easier career planning and uninterrupted learning processs, and also contains a public register of all providers of higher education in Australia, with the full official endorsement of Australian Education Ministers on the national Ministerial Council on Education, Employment, Training, and Youth Affairs.
